Ministry promises to work to boost the labor market

In 2023, China’s employment situation stayed steady, and the government has consistently worked to support those who are more susceptible to the ups and downs of the labor market. The Ministry of Human Resources and Social Security said on Wednesday that a State-wide initiative to enhance job services for migrant workers will be implemented from the end of this month to the beginning of April. It stated that during the three-month campaign, the group will have access to 30 million job postings. The government wants to encourage migrant workers to choose positions close to their hometown or return home to start companies, in addition to encouraging well-organized recruitment efforts.


The ministry will look into the unique hiring requirements of employers and migrant workers’ preferences for working conditions before introducing labor laws and government policies pertaining to migrant workers. It stated that employment fairs will be held both online and offline throughout the campaign, including on sites for sharing short videos and in busy areas like supermarkets and train stations. The government reports that 12.44 million people found work in cities last year, exceeding the 12 million yearly goal. Urban areas saw the creation of 12.69 million new employment in 2021 and 12.06 million in 2022. The National Bureau of Statistics (NBS) declared earlier this month that the average urban unemployment rate for the previous year was 5.2%, which was less than the annual goal of 5.5%.


He claimed that initiatives by human resources bureaus to train workers in work skills and provide employment help had also been crucial in boosting employment. In 2023, the ministry assisted 1.72 million persons who were having trouble getting recruited because of their low income or disability and 5.14 million urban layoffs in finding employment. But according to Yun, there is still work to be done to address the structural imbalance in the labor market and the growing economic uncertainty, which will continue to strain the stability of the market in 2024. In order to maintain the positive momentum of the employment recovery, he said that the government will intensify its efforts to enhance the employment-promotion mechanism and give the employment-first policy more weight.
