Numerous members of the Chinese People’s Political Consultative Conference National Committee and representatives to the National People’s Congress have stressed during the two sessions the need of fostering technical innovation as it is essential to attaining sustained economic growth. Universities and research facilities have long been vital to the development of new technologies and innovations. They are also important centers where innovative research and talent development coexist, providing an environment that is conducive to ground-breaking discoveries and technological advances. Unleashing these universities’ and institutions’ full potential in influencing the direction of science and technology is crucial as we negotiate the complexity of the twenty-first century.


However, what are some ways to improve universities’ and research institutes’ ability to innovate? We need to investigate three main approaches in order to provide an answer: tying funding to advancements in education, strengthening ties between academics and business, and taking the lead in identifying and pursuing important technical frontiers. First and foremost, in order to secure the long-term viability of research facilities and universities—which have historically encountered difficulties in balancing research budgets with the imperative to advance scientific inquiry—it is imperative that investments be matched with advancements in education. The total amount of financing for research has increased steadily, but it hasn’t kept up with the rising demand for structured research in academic institutions.


The foundation of innovation is stable research funding, which gives scientists—both seasoned and novice—the confidence they need to pursue their studies. Overly competitive funding may cause studies in research to become more project-oriented than goal-oriented, which would affect the field’s long-term growth and advancement, stifle scientists’ attempts to address problems, and keep research from producing ground-breaking discoveries. Therefore, in order to create a stable financial structure and guarantee better resource allocation, there is a need to enhance collaboration between the federal, state, and local governments, as well as universities and businesses. Establishing a reliable and varied funding source that would encourage research in several fields is also crucial. By giving academics the means and stability to undertake risky studies, this kind of funding arrangement would encourage innovation.


Furthermore, by broadening the range of funding sources to include national and local governments, universities, research centers, and private businesses, a sustainable financing ecosystem that supports various stages and degrees of study as well as research teams can be established. In order to foster innovation and close the knowledge gap between theory and practical implementation of research findings in the workplace, it is imperative that academia and industry strengthen their relationship. Technological innovation is catalyzed by the symbiotic interaction between universities and enterprises, which enables researchers to convert theoretical knowledge into practical solutions by utilizing industrial expertise and resources. An example of a successful university-business partnership is the development of the HarmonyOS system by Huawei and Shanghai Jiao Tong University.
